Logan County District 1 Four-year Road Paving Project Plan

Our Logan County District 1 “Save-to-Pave” program is beginning to pay back great dividends in improving the condition of our asphalt roadways. Commissioner Goodman has established a comprehensive road paving plan through 2018 that will improve, newly pave, or repair and re-pave, just over 18 miles of well travel roads in our county. What follows is a detailed description of each of these projects, those already completed, those with current funding and their scheduled start dates, and those planned for next year.

So far, we have completed just over 6 ½ miles of District 1 roads. The first mile was (1) Forest Hills just East of Broadway followed by the (2) Charter Oak overlay just West of Broadway during the summer of 2015. We began 2016 with the deep patch, repair, and overlay of a very bad mile of (3) Charter Oak between Western and Pennsylvania and one mile of (4) Waterloo Road between State Highway 74 and Meridian. We finished up the 2016 paving season with new asphalt on (5) Forest Hills between Sooner and Coltrane.

We began 2017 with the needed repair and overlay of 1 ½ miles of (6) Bryant Ave North of Waterloo to the dead end. This week we started the new paving of 1 ¼ miles of (7) Simpson West of Broadway past Kelley to the old blacktop which is 100% funded and began the week of 19 June 2017. We move next back over to (8) Forest Hills to complete the new paving between Bryant (approximately) and Coltrane, this project is fully funded and scheduled to begin the week of July 10, 2017. This will complete the three miles of continuous paving of Forest Hills between Sooner and Broadway. The overlay of 1 ½ miles of (9) Simpson East of Ward road to Coltrane is fully funded and the contractors are scheduled to begin July 10th, 2017.

Our last “Save-to-Pave” fully funded road project of 2017 is the 1 mile stretch of (10) Simmons between Bryant and Coltrane. Our last fully funded project of 2017 is the newly awarded contract to complete the 2 miles of (11) Coltrane road between Simpson and Simmons. The contractors should begin work on this two miles the last part of September 2017 and finish during the spring of 2018.

In 2018, we will have accumulated enough new funding in our Save-to-Pave fund to support 5 more miles of repair and overlay. The first 2 miles will be (12) Kelley beginning at Waterloo going North to Charter Oak. Then 2 miles of (13) Santa Fe also beginning at Waterloo going North to Charter Oak. Finishing up or Save-to-Pave repair and overlay of 1 mile of (14) Waterloo Road between Kelley and Santa Fe.

While not listed on our current 4-year plan, during this next year’s CIRB 5-year program submission we will also be asking ODOT to fully fund the remaining shovel ready 3 miles of our Coltrane road project which consist of a 2-mile phase from Simpson North to Seward, and a 1-mile phase from Waterloo North to Simmons. Once we receive 100% federal or state funding we will place these two projects on the project plan.

Once we complete this 4-year District Road Plan we will have between 18 to 21 miles of newly improved asphalt roadway. Our county road hands are quickly becoming experts in asphalt road repair and maintenance. Our district is committed to improving our equipment and methods to provide the best value per-mile for each tax dollar spent on our county roads and bridges.
